LINGAYEN, Pangasinan โ€“ The Pangasinan State University (PSU) - Lingayen Campus, in cooperation with PSU LC Research Innovation Hub, successfully completed six (6) Board of Regents (BOR)-approved Memoranda of Agreement (MOAs) during the second quarter of 2026, further expanding the University's research, extension, and academic partnerships with local, national, and international institutions.

Collectively, the six completed MOAs directly support the United Nations Sustainable Development Goal (SDG) 4 on Quality Education through initiatives focused on teacher capacity building, curriculum innovation, research enhancement, and inclusive education. The projects likewise advance SDG 17 (Partnerships for the Goals) by fostering strategic collaborations among educational institutions and professional organizations. Additional contributions are evident in SDGs 3 (Good Health and Well-being), 9 (Industry, Innovation and Infrastructure), 10 (Reduced Inequalities), and 16 (Peace, Justice and Strong Institutions).

The six MOAs benefited more than 1,000 participants and stakeholders and were developed from the research outputs and innovations of PSU researchers. These include:

1. Project CELLS โ€“ Integration of the KAPECIAD Framework in Science Online Learning in partnership with the Philippine Society of Biochemistry and Molecular Biology (PSBMB) โ€“ Central Luzon Chapter, Nueva Ecija.

2. Project P-MENTORAIDE โ€“ Integration of the 3L Research Publication Integration Management Model (3L RPIMM) in the internal peer review of research manuscripts in collaboration with JINCES, Ghana.

3. Project iSTARTMO and SchoRA โ€“ Implementation of the iSTARTMO Program and development of a School Research Agenda with the Asian Pacific Christian School, Inc. (APCSI), Tarlac.

4. Project STARTFirst, WB4, and JSIAR โ€“ Sustainable classroom-based implementation of STARTFirst,Write-By-Four (WB4) and JSIAR (Journal of Science Investigations and Action Research) and publication of selected Science Investigatory Projects in partnership with Juan G. Macaraeg National High School, Binalonan, Pangasinan.

5. Project GOUNPACK and SciCurr โ€“ Training science teachers as trainers in utilizing the GOUNPACK Approach and addressing curriculum gaps through Science Curriculum โ€œCuringโ€ strategies in collaboration with Urdaneta City National High School โ€“ Science Department.

6. Project LOWBIS โ€“ Research initiatives exploring learning outcomes and well-being in indigenous schools in partnership with San Nicolas District II, Pangasinan, and Malico Elementary School and Malico National High School

Approved by the PSU Board of Regents during the fourth quarter of 2025 and the first quarter of 2026, the six projects successfully reached full implementation and completion in the second quarter of 2026. These collaborative initiatives were initially conceptualized and refined under the guidance of then Lingayen Campus Executive Director and now Vice President for Local and International Affairs, Dr. Renato E. Salcedo, CESE, to address the evolving needs of stakeholders, particularly in the areas of education and science learning.

Their successful implementation, monitoring, and completion were subsequently carried out under the leadership of Lingayen Campus Executive Director, Dr. Marie Claire B. Briones, CTP. Through her steadfast commitment to achieving institutional targets and ensuring the timely accomplishment of Key Performance Indicators (KPIs), Dr. Briones provided strategic direction and administrative support that significantly contributed to the successful ex*****on of the six MOAs. Her proactive supervision and continuous monitoring of project milestones enabled the respective MOA Technical Working Groups (TWGs) to effectively fulfill their commitments, culminating in the issuance of Certificates of Completion by the collaborating partner institutions.

The projects, spearheaded by Dr. Jun S. Camara, also mobilized expertise from various academic programs within the University, including the Social Work, Social Studies, Language Education (English and Filipino), Science Education, and Nutrition and Dietetics Departments of the Lingayen Campus, as well as the Fisheries Department of the Binmaley Campus.

The MOA TWG extend their sincere gratitude to the heads of the various collaborating agencies which include Dr. Lilian P. Villamor, then-President of PSBMB Central Luzon Chapter and Dr. Arlen Dela Cruz, incumbent President; Dr. Dickson Adom of JINCES, Ghana; Rev. Dr. Youn Su Choi (School Director), Ms. Socorro Alingcumot (Principal), and Dr. Vi Briza E. Guarin (Academic Coordinator) of APCSI, Tarlac; Dr. Richealyn C. Tadeo (Principal), Dr. Leonilyn Corona (Head Teacher, Science), and Ms. Melissa B. Gagujas (Master Teacher, Science) of Juan G Macaraeg NHS; Dr. Antonino C. Rafanan (Principal), Mr. Harold Gray T. Padilla (Asst. Principal), Ms. Venus Bernardino (Head Teacher, Science); Dr. Imelda S. Lazaro (Public Schools District Supervisor) along with Mr. Raffy Bersabal (Principal) and Mrs. Jemilita T. Attiw (Head Teacher).

The MOA Technical Working Group (TWG) expressed its gratitude to the PSU offices that facilitated the preparation, review, and approval of the agreements, including the Office of the Director for Research and Development headed by Prof. Rhowell M. Dellosa, DEng, the Office of the Vice President for Research, Extension and Innovation headed by Prof. Razeale G. Resultay, PhD, the Office of the Board Secretary led by Dr. Aileen Batang, and the PSU Board of Regents, and most especially University President Dr. Elbert M. Galas.

As PSU Lingayen continues to strengthen research-based partnerships and community engagement, the successful completion of these six MOAs demonstrates the PSU Lingayen's commitment to advancing knowledge, innovation, and societal impact while contributing to the achievement of Strategic Goal No. 2 on Research of University President Dr. Elbert M. Galas, DIT.
