There seems to be a lack of understanding about nursing staff numbers. There a multiple patients per nurse (different ratio per ward/hospital) and care is prioritised. If he needs on-demand care then perhaps homecare with a live in nurse is better suited, but I suspect there will be staff retention issues.
There is no excuse to abuse staff.
