☀️ 1. Сутрешна слънчева светлина (без слънчеви очила):

Скъпи съграждани,

Благодарим ви за присъствието и за борбения дух в защита на Клептуза – мястото на скъпи спомени за всички нас.

Над 500 души се включиха в протеста в защита на карстовия извор Клептуза и категорично заявиха своето остро несъгласие със случващото се там.

Това показа, че гражданското общество е будно и няма да остане безучастно към унищожаването на едно от най-ценните природни богатства на България и на Европа!

Участниците в протеста се обединиха около исканията на Инициативния комитет "За Клептуза"
– незабавно спиране на строителните дейности;
– преразглеждане на проекта с публично обсъждане;
– възстановяване на естествения облик на извораа

Организаторите и гражданите поставиха 5 дневен срок, в който настояваме строителните действия да бъдат прекратени и да бъдат предложени реални решения за излизане от тази ситуация или криза. (Не знаем как да я наречем)

Ако нашите искания не бъдат изпълнени, ще преминем към гражданско неподчинение – блокиране на строителния обект и последващи протести с искане за оставките на отговорните лица в Община Велинград!

Докога, Велинград? Докога, българи?
Защо българският народ е обезверен?

Защото отново и отново избира хора, които после го предават.

12 години управление.
12 години разруха.
12 години мълчание от институциите.
Какво получи Велинград?

‼️- Измами с обществени поръчки
- Постоянно ощетяване на гражданите на Велинград
– Отровени кучета.
– Разруха по парковете.
– Унищожени зелени площи.
– Разбита инфраструктура.
– Безводие.
- Никакви събития и условия за туристическия сектор

– И за капак — посегателство над Клептуза. Символът на Велинград. Извор, който не принадлежи на никой кмет, никой бизнесмен и никоя схема!

На какво основание си увеличихте заплатите?
С какви очи гледате хората в този град?

Кой ще поеме отговорност?

Тези въпроси ще бъдат зададени

На протеста.
И на всеки следващ протест.

Защото търпението свърши!

We are addressing you with serious concern after many citizens contacted us, and together we are convinced that irregular and alarming activities are taking place in the Kleptuza Karst Spring Area (KEI Kleptuza) within the territory of Velingrad
Municipality, Bulgaria.
Specifically:
Pursuant to Building Permit No. 126/18.09.2024 and Building Permit No. 160/12.09.2025 issued by the Chief Architect of Velingrad Municipality, the following construction activities were approved:
“New water pipeline and reconstruction of the existing one from PS ‘Kleptuza’ to the shaft towards the Velingrad Drinking Water Treatment Plant, including reconstruction of the pipeline connection to KEI ‘Kleptuza’.”

“Repair/Reconstruction of KEI ‘Kleptuza’ – public municipal property in PI 10450.503.2027 and water pipeline DN315 in PI 10450.503.2028 along a newly designed street according to the regulatory plan of Velingrad.”
On-site inspections established that in PI 10450.503.2028 — designated as public municipal property for a secondary street — a reinforced concrete structure has been constructed directly on the roadway. This structure is not included in the approved investment projects and is therefore considered illegal under Article 225(2), item 2 of the Spatial Development Act (SDA/ZUT).

Furthermore, the construction unlawfully intrudes into a street area regulated by an already effective Detailed Development Plan (PUP), which also constitutes illegality under Article 225(2), item 1 of the SDA.
According to our observations, entirely new construction is being carried out on site rather than the approved “reconstruction” works.

Additionally, excavation works are taking place that do not appear in any publicly accessible project documentation we have been able to review.
We also find it highly concerning that Municipal Council Decision No. 361/25.09.2025 unanimously approved the implementation by “TIMBARK BULGARIA” Ltd. of the project “Repair/Reconstruction of KEI Kleptuza,” with all construction works to be carried out at the company’s expense and risk.

Additional building permits No. 36/07.03.2025 and No. 128/23.07.2025 have also been issued. The entire area of KEI Kleptuza has effectively been transformed into a massive construction site. Kleptuza is not only a symbol of Velingrad but also a national symbol of Bulgaria and Bulgarian tourism.
We are particularly concerned by the admissibility opinion issued by the Director of the East Aegean River Basin Directorate (BDIBR), reference No. PU-01-69(1), because:

It does not specify whether there are available free water volumes in KEI “Kleptuza.” Instead, the assessment of groundwater extraction capacity was delegated to the municipal company “VKTV” Ltd. The BDIBR opinion explicitly states that drinking and domestic water supply must not be obstructed.

However, the opinion of “VKTV” Ltd. is not publicly accessible.
At the same time, Velingrad Municipality itself suffers from severe shortages of drinking water, with a large percentage of the population almost daily deprived of water access and with extremely frequent failures in the water supply network. In our opinion, this violates Article 41 of the Bulgarian Water Act.

No implementation deadline for the investment proposal is specified in the BDIBR opinion, implying that it may remain valid indefinitely unless revoked by the Director.

The opinion relies on data from 2023, while we are already in 2026, and KEI “Kleptuza” does not have a constant water flow. It is widely known that the spring’s discharge is variable, yet the opinions fail to clarify which water volume parameters have been considered.

Following discussions with speleologists and geologists familiar with the terrain around the spring, we received alarming information regarding the possibility that the source point of the Kleptuza spring may change, especially once pumps begin operating.
We have also received unofficial information that divers who inspected the spring shaft issued a negative opinion regarding additional groundwater extraction from KEI “Kleptuza,” but this opinion was allegedly concealed by the municipal authorities.
Another positive opinion issued by the Director of RIEW Pazardzhik, reference No. PD-01-335-(3) dated 29.08.2024, states that the investment proposal does not fall within protected territories. However, we dispute this conclusion.

Following a court decision (Decision No. 5691/10.12.2025 under Administrative Case No. 434/2023 of the Administrative Court – Pazardzhik), the order of the Minister of Environment and Water regarding the updated boundaries of the protected area “Kleptuza” was annulled. A cassation appeal is currently pending before the Supreme Administrative Court, meaning that the dispute concerning the exact boundaries of the protected area remains unresolved.
In our opinion, the rock formations above the spring are currently located at the boundary of the protected area, where interventions are prohibited under the original protection order.

Nevertheless, according to available information, such interventions are expected under the project presented as “reconstruction.”
Moreover, due to the karst nature of the terrain, KEI “Kleptuza” cannot be regarded as a single-point spring source but rather as part of a complex underground water network extending as far as the “Lepenitsa” cave system.
We are fully aware that the above-mentioned opinions, decisions, and permits could have been appealed within the statutory deadlines. However, the public was allegedly misled by promises that the project aimed to secure additional drinking water quantities, while in reality the projects appear primarily intended to secure private commercial interests at the expense of the residents of Velingrad Municipality.

We respectfully request that this signal be treated with the utmost seriousness.
