CHILDREN’S FORUM ELECTIONS PETITION: Lawyers demand Ministry of Gender and Children’s Affairs postpone elections over Disqualification of candidates.

Lawyers representing Mary Julius, an aspiring candidate for President of the Children’s Forum Network (CFN), have formally written to the Ministry of Gender and Children’s Affairs to reconsider her disqualification from the 2026 National Children’s President Election.

The letter, dated October 2, 2026, was submitted by Brewah & Co Barristers and Solicitors and addressed to the Acting Director of the Ministry of Gender and Children’s Affairs. The lawyers argue that their client was initially cleared to contest the election and was permitted to proceed with her campaign before being informed, just two days before the election, that she was above the prescribed age, albeit the client was within the legal age when the election process started.

According to the letter, Mary Julius maintains that she met the requirements at the time she expressed interest in the position, including the age requirement, which she says was 16 years. Her lawyers further state that she was interviewed, encouraged to raise funds for the programme and subsequently campaigned across the country before her disqualification.

The legal team says Julius had already submitted a petition to the Ministry on September 30, 2026, asking officials to reconsider the decision. They argue that the late disqualification has left their client disenfranchised and have requested that the election be put on hold until her concerns are addressed.

The lawyers describe the disqualification as requiring urgent attention and have appealed for her petition to be granted in the interest of what they describe as a fair process.

The letter and petition was submitted to the Minister and Deputy Minister of Gender and Children’s Affairs, and the Commissioner of the National Commission for Children.

The development now puts the Ministry at the centre of a growing dispute over the eligibility of one of the aspirants and whether the 2026 Children’s President Election should proceed as scheduled.

The United Nations Convention on the Rights of the Child (UNCRC) and the Sierra Leone Child Rights Act (as amended ) covers everyone under the age of 18. Article 1 of the CRC treaty defines a child as any human being below the age of 18. The best interests of the child is a core principle under Article 3 of the UN Convention on the Rights of the Child (CRC), stating that the well-being and primary needs of children must be a top priority in all actions, laws, and decisions affecting them

Members of the CFN argue that Mary Julius is still under the age of 18, and that she just turned 17 few weeks ago and as such she should be allowed to participate in the elections, “Mary is still a child”

The Ministry has been accused of acting against the best interests of the children of Sierra Leone by “delaying (“delaying tactics”) the conduct of the elections, with a view to disqualify certain candidates.”

AYV has contacted the Ministry of Gender and Children’s Affairs for comment. The Ministry acknowledged receipt of the request and said they will officially respond if need be.

The Chief Electoral Commissioner and Chairman of the Electoral Commission for Sierra Leone (ECSL), Edmond Sylvester Alpha, has called on political parties and other stakeholders in the North-Western Region to channel their political passion into peaceful, constructive and democratic competition.
Speaking at the Regional Validation Workshop for the ECSL Strategic Plan 2025–2029 in Port Loko City, the Chairman reflected on the district’s historical significance as the homeland of Bai Bureh and its strategic importance as the location of Sierra Leone’s international airport.
“What happens here in Port Loko is watched closely, not only by compatriots across the nation but by the international community,” he said.
Addressing political parties and stakeholders, the Chairman added:
“Your passion is not a problem. Your zeal is not a weakness. But let us direct that energy toward building, not destroying; toward dialogue, not confrontation.”
The regional engagement forms part of the Commission’s validation of its five-year Strategic Plan (2025–2029), structured around four strategic pillars:
🔹 Institutional and Staff Development
🔹 Electoral Education, Communication and Participation
🔹 Electoral Operations
🔹 ICT & Data Management System
Stakeholders also reviewed and validated four institutional policies covering Stakeholder Engagement, Regulation-Making, Information and Documents Management, and Ad-hoc Staff Recruitment Management.
Reaffirming the Commission’s institutional mandate, Chairman Alpha stated:
“The ECSL does not belong to any political party. It belongs to the people of Sierra Leone.”
The Port Loko engagement provides stakeholders in the North-Western Region with an opportunity to contribute to the Commission’s strategic direction and institutional policy framework for 2025–2029.

Morocco appoints first Woman as head of Government

Morocco has appointed Fatima Ezzahra El Mansouri as its first woman head of government, marking a significant development in the country’s political history and the latest stage in its evolving approach to women’s participation in public life.

King Mohammed VI appointed Ms El Mansouri on 29 September, following Morocco’s 2026 legislative elections, and tasked her with forming a new government. She is the coordinator of the collective leadership of the Authenticity and Modernity Party (PAM).

Her appointment comes after more than two decades of legal, constitutional, and institutional changes aimed at expanding women’s rights and participation in Moroccan society.

One important step came in 2004, when Morocco reformed its Family Code, known as the Moudawana. The reform was intended to strengthen women’s legal position within the family and formed part of wider efforts to modernise family law.

The 2011 Constitution further established equality between women and men. Article 19 states that men and women enjoy equal civil, political, economic, social, cultural and environmental rights and freedoms, while also committing the state to work towards parity.

Women have also gained greater access to senior positions within state institutions. During King Mohammed VI’s reign, Zoulikha Nasri became a royal adviser and was widely recognised as the first woman to hold that position.

Economic participation has formed another part of this wider process. Since the launch of the National Initiative for Human Development in 2005, programmes have supported training, economic integration and income-generating activities, including initiatives involving women.

Political representation has also increased. In the 2021 legislative elections, 96 women secured seats in the House of Representatives, including 90 elected through regional constituencies and six through local constituencies.

The 2021 figure represented a substantial change from earlier decades. Parliamentary data show that only two women were members of the House of Representatives in 1993, compared with 96 following the 2021 election.

Ms El Mansouri’s appointment therefore places women’s political representation at the centre of Morocco’s latest institutional transition. Her new role also shifts attention from the symbolism of becoming the first woman in the position towards the responsibilities attached to leading the government.

Her immediate task will be to form the new government and respond to the priorities that emerged from the 2026 legislative elections. The election took place on 23 September, with 395 seats contested in the House of Representatives.

The appointment also reflects the gradual expansion of women’s participation in Moroccan public institutions. Women have increasingly occupied parliamentary, ministerial and senior administrative positions, although representation has not yet reached parity.

For younger generations, the development provides another example of women entering positions that were previously held exclusively by men. Its longer-term significance will depend on how effectively the new government performs its responsibilities and whether broader participation continues across public institutions and society.

Morocco’s political evolution therefore combines institutional continuity with gradual change. The appointment of its first female head of government adds a new chapter to that process, while placing greater responsibility on Ms El Mansouri to translate historic representation into the practical work of governing.

MoPED Seeks NLe40.73 Billion for FY2027 to Drive National Development Priorities

Ministry of Planning and Economic Development (MoPED) presented the proposed FY2027 budget of NLe40,734.828 million against a ceiling of NLe17,637.500 million during ongoing Bilateral Budget Discussions at the Miatta Civic Centre, Freetown.

Acting Development Secretary Usman Conteh led the presentation, highlighting the Ministry's mandate priorities for the 2027 financial year. He said the budget process is important for promoting accountability, strengthening development coordination, and ensuring national resources contribute to improved citizen services.

FY2027, MoPED identified key deliverables, including Public Investment Management Information System development and operationalisation across MDAs and Local Councils, updating sector strategic plans to align with the Medium-Term National Development Plan (MTNDP), and conducting donor mapping and harmonisation of development assistance. Ministry also plans to strengthen public investment management and development coordination.

Conteh outlined the Ministry's projected 2027 revenue of NLe3,258.672 million, acknowledging international development partners' contribution to programmes improving citizens' lives. He further highlighted the Ministry's ongoing role in coordinating development programmes, investment planning, and monitoring implementation nationwide.

The session, chaired by Dr Illara E. Mahdi, Deputy Director, Budget, Ministry of Finance, brought government officials and stakeholders together. Following discussions and responses to questions on development coordination, Local Councils, and project implementation, the presentation moved to the next stage: consideration for adoption.

🚨 Etihad Airways Considers Legal Action Against Premier League Over Manchester City Sponsorship Claims

Etihad Airways, Manchester City’s principal sponsor, is considering legal action against the Premier League following the publication of an independent commission’s findings into the club’s long-running financial breaches case.

The commission found that Manchester City used what it described as “sham” commercial contracts as part of a disguised funding scheme that artificially inflated the club’s revenues by more than £830 million, with the wider financial impact exceeding £900 million over the period examined.

Etihad, which has sponsored Manchester City since 2009, has categorically rejected any suggestion that it was involved in improper commercial arrangements. The airline says the Premier League did not contact or engage with it during the commission’s process and that the way the findings were publicly communicated has created damaging implications for its reputation.

The airline has now said it will seek legal advice on the options available to protect its interests, while reaffirming its continued support for Manchester City as the club challenges the commission’s conclusions through the available appeal process.

The Premier League has not publicly responded to Etihad’s statement.
