Is your classification data defensible?
A cleanroom class is a number produced by a particle counter. ISO 14644-1 requires that counter to be calibrated under ISO 21501-4: size setting within ±10%, counting efficiency 50% ±20% at the first channel, flow rate within ±5%, false counts no more than 1 in 5 minutes, calibration at least once a year. And the certificate should show traceability to the SI with a stated uncertainty, as ISO/IEC 17025 requires.
Without that, the class is an opinion.

Monitoring volume: what Annex 1 actually asks.
Annex 1 (§9.21) says that monitoring sample volumes do not have to match the volume used for classification, and that they must be justified. Classification follows ISO 14644-1. Monitoring follows your Contamination Control Strategy: continuous in Grade A, reduced frequency in Grade C and D, where a short sample from a portable counter at a documented location is a valid monitoring point.
The justification per location, not the flow rate on the label, is what the inspector reads.

Annex 1, three years on.
The revised EU GMP Annex 1 has applied since 25 August 2023. Looking at the Warning Letters of 2026, inspectors rarely start from the tables of limits. They start from five principles: risk management under ICH Q9, a Contamination Control Strategy that changes when the data change, separation between people and product, verification that continues after qualification, and the rule that testing does not assure sterility.
A site can meet every limit and still fail on one of these.
