eGOVERNOR MUTFWANG, MAKE OPERATION RAINBOW TRULY INCLUSIVE...
Governor Caleb Mutfwang and Plateau’s security leadership need an honest conversation about Operation Rainbow, community representation and public trust.
This is not an argument against Operation Rainbow. It is a call for a security structure that every community can trust and participate in.
The Governor has publicly described Operation Rainbow as an all-inclusive outfit, with operatives recruited across all 17 LGAs and drawn from different faiths.
If that is the government’s position, then the question is simple:
Does that inclusiveness exist in a way communities can see, understand and trust?
Today, Fulani, Hausa and other communities are expressing concerns about security operations and their level of confidence in the security architecture. Government should listen to those concerns rather than dismiss them.
Security depends heavily on trust and intelligence-sharing. People must feel safe reporting threats, suspicious movements and criminal activity without fear of being misunderstood or exposing their communities to retaliation.
A January 2026 stakeholder engagement on Plateau’s security framework also identified lack of community engagement and trust deficit among challenges affecting Operation Rainbow.
THE STANDARD MUST BE THE SAME FOR EVERYONE.
If a Fulani person commits a crime, investigate.
If a Mwaghavul, Hausa, Berom, Igbo, Yoruba, Tiv or any other person commits a crime, investigate.
Individual responsibility not collective punishment.
Inclusion does not mean lowering professional standards or giving anyone protection from the law. It means ensuring that communities have legitimate channels to engage with the security system and that their concerns are heard.
Governor Mutfwang, Plateau needs more than a declaration that Operation Rainbow is “all-inclusive.”
Show Plateau how that inclusion works.
Show communities how they can participate.
Show them how complaints are handled.

The engagement, held at about 2 p.m. on Sunday, September 20, took place at the Primary School, Kasuwa Ali, Mangu, and was organised by a special committee constituted by the GOC.
The meeting was attended by Maj.-Gen. Dangana and his staff officers, the Special Adviser on Security to the Plateau State Government, the Commander, Sub-Sector 81, leaders of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and other stakeholders from Mangu.
The engagement formed part of the non-kinetic approach being adopted by the security leadership to address recurring conflicts involving Fulani communities and indigenous groups in the area.
Discussions focused on the need to prevent reprisal attacks, strengthen communication among communities and security agencies, and promote peaceful resolution of disputes before they escalate into violence.
The stakeholders were also expected to deepen collaboration and community-level engagement as part of broader efforts to improve security and restore lasting peace across Mangu and neighbouring communities.
The meeting underscores the continued emphasis by OPEP on combining kinetic operations with dialogue and other non-kinetic measures to address the underlying tensions contributing to recurring violence in parts of Plateau State.

TRAVELERS MUST NOT BECOME TARGETS...
Yesterday’s violence across parts of Plateau State created fear and tension, with reports that innocent travelers were intercepted on the roads and lives were lost.
We strongly condemn the blocking of roads, stopping of travelers and killing of innocent people.
Highways are not battlefields. A traveler going about his or her legitimate business should not become a target because of the conflict between communities.
The government and security agencies must urgently address the growing danger of road blockades and attacks on travelers. Roads must remain safe and accessible, and those responsible for stopping, attacking or killing innocent road users must be identified and brought to justice.
We cannot normalize a situation where people leave their homes and families do not know whether they will return safely.
Enough is enough.
No grievance justifies killing an innocent traveler.
No community should be collectively punished.
No criminal should be protected because of identity.
Let us reject revenge, road ambushes, collective blame and the killing of innocent people.
Protect the roads. Protect the people. Bring perpetrators to justice.
