[In the Parliament - 7 October 2026]

This week, our MP Patrick Tay 郑德源 raised 5 questions on behalf of Pioneer Community residents and workers.

Here are the key points:

1️⃣ Retrenched PMETs: From 2023 to 2025, 67.4% of re-employed retrenched resident PMETs switched industries. Of these, 60.2% earned less than their last-drawn salary.

Those from manufacturing, and transport and storage, and those who previously earned above the median PMET income, were more likely to take a pay cut. Singapore Ministry of Manpower is studying the Jobseeker Support scheme to see if enhancements are needed.

2️⃣ Older workers have lower re-entry rates after retrenchment. What more can be done beyond the current support for those aged 40 and above, such as SkillsFuture Level-Up and Career Conversion Programmes?

3️⃣ Part-Time Re-employment Grant has supported over 66,000 senior workers and 7,600 employers, and now runs to end-2027. The Tripartite Workgroup on Senior Employment is looking at younger seniors aged 50 to 60, with recommendations out later this year.

4️⃣ "Hidden adults" - For those in prolonged social withdrawal, help is available through Family Service Centres, community mental health teams, and the national mindline 1771. MSF Singapore will use internal data to track emerging trends.

5️⃣ Reviewing Employment Claims Tribunal (ECT) Claim Limits for non-Workplace Fairness Act cases. MOM says it reviews them from time to time with tripartite partners.

[In the Parliament - 6 October 2026]

How can we provide more support for those who have been retrenched? Our MP Patrick Tay 郑德源
filed parliamentary questions on ways to do more for those affected. Read more from the full post!

Here are the responses:
❓Which sectors find it hardest for retrenched PMETs to get back into work?

✅ Over the last 14 quarters, Financial Services recorded the lowest six-month re-entry rate most often, followed by Wholesale Trade.

🚪Disguised retrenchments and reaching workers who have already left the company when the MRN is filed.

✅ Singapore Ministry of Manpower agreed that clearer guidance on what counts as a retrenchment is needed. Tripartite partners are also looking at retrenchment benefits and an earlier MRN notification period under the Employment Act Review, so help reaches workers sooner.

💼 Involuntary non time-based under-employment, to broaden Career Conversion Programmes, and support the well-being of mid-career switchers

✅ MOM has noted these and will review the ex*****on of CCPs.

✈️ Overseas postings - iPOST has benefited more than 400 Singaporean financial sector PMEs, with 70% of postings in Asia. We need to keep growing the pipeline of Singaporeans with international experience to further strengthen the Singaporean Core.

🐕 The Animal Lodge tenants who were unsuccessful in their bids asked for thorough feedback and more time.

✅ NParks will consider short-term extensions case by case, as they work out arrangements to care for and rehome the animals.

[In the Parliament - October 2026]

Our MP Mr Patrick Tay 郑德源 filed several Parliamentary Questions relating to the underemployed and retrenched which were addressed by Acting Minister for Manpower, Ms Jasmin Lau.

For workers who have gone through career transition programmes such as CCP/GRIT/SCTP, we should ensure they are gainfully employed with fulfilling positions. Thanks for always looking out for different segments of the workforce!
