Day 25 — Notice and Comment
Before a public rule takes effect, there is a procedure. It is published in draft, a period opens, anyone affected may say so in writing, and the authority must show what it read. I am not asking to be invited anywhere. I am asking that the rules that govern businesses be published before they change, that a period be opened, and that the record be shown.
