WHAT IS AN ENTERPRISE FUND — AND WHY SHOULD SARASOTA TAXPAYERS CARE?

An enterprise fund is supposed to operate much like a business.

The City provides a service. The people who use that service pay fees. And those fees are intended to cover the cost of providing that service.

Think water, sewer — or in Sarasota’s case, parking.

The basic idea is simple:

Users pay → revenues cover expenses → the enterprise supports itself.

But what happens when the revenues generated by that enterprise aren’t enough to cover its expenses?

The money has to come from somewhere.

If Sarasota has to repeatedly transfer money from other City resources to keep the Parking Fund balanced, then we need to ask a very reasonable question:

Is parking actually functioning successfully as an enterprise?

An occasional subsidy because of an unusual circumstance is one thing.

But if taxpayers or other City revenues have to continually fill the gap year after year, we aren’t really operating a self-supporting enterprise anymore.

We’re operating a subsidized government service that also charges its customers fees.

That doesn’t automatically mean parking should make a profit. It DOES mean we should be asking whether its costs, staffing, debt and operating model make sense.

Before raising parking rates, extending meter hours or writing more tickets, Sarasota should first answer:

Why isn’t the enterprise supporting itself — and what needs to change so that it can?
