The African Union has thrown its weight behind a broad, continent-wide debate on migration, stopping short of adopting Ghana's request to treat xenophobic attacks in South Africa as a standalone issue.

The matter came to a head on Wednesday at an AU Executive Council meeting of foreign ministers in Addis Ababa, where Ghana pushed for the violence to be tabled on its own.

South Africa resisted, with its foreign minister Ronald Lamola arguing that the bloc should examine migration across the whole continent rather than singling out one country.

Local media reported that the AU declined to list xenophobia in South Africa as a separate agenda item for its mid-year coordination meeting in October.

A South African official, Clayson Monyela, said on X that Pretoria had defeated an attempt to "single out and isolate" the country, adding that the AU would instead weigh migration's "push and pull" factors.

Ghana, a leading critic of the attacks, has warned that the violence threatens African unity, integration and the goals of the continental free trade area.

The unrest has seen more than 160,000 foreign nationals leave South Africa in recent months, with several deaths reported and Ghana repatriating many of its own citizens.
